Defendant-Appellant Stanley Toshio Yokotsuji ("Yokotsuji") appeals from the judgment of the District Court of the First Circuit ("district court") entered October 8, 2002, as well as from the denial of his motion to suppress evidence filed July 19, 2002. At trial, Yokotsuji was found guilty of operating a vehicle under the influence of an intoxicant ("OVUII") in violation of Hawaii Revised Statutes ("HRS") § 291E-61 (Supp. 2001), and of failure to wear a seat belt in violation of HRS § 291-11.6 (Supp. 2000).
